今日の日本において、地球温暖化の影響によると考えられる洪水の被害が増大している。日本政府もまた、この状況を深刻に捉え、2006年には「大規模水害対策に関する専門調査会」を設置し取り組みを始めた。実際、2008年8月末豪雨では、愛知県で洪水が起こり、100万人以上に避難勧告が出された。ところが、行方不明者のほか、自宅に居たところ浸水被害を受けたと考えられる死亡者を2名出す結果となった。言うまでもなく、洪水・浸水から人々を守る対策の必要性は明らかである。

日本の都道府県では、治水対策として、より堤高の高いダムの建設等に取り組んでいる。しかし、これらの対策で、高齢者、子供、身体障害者等を被害から守ることができるのかは疑問である。

この問題を解決するため、私たちは、軽く断熱効果の高いXPSを建材として浮かぶ家の建築試験を行いたいと考えている。環境省の地球環境研究総合推進費による温暖化影響総合予測プロジェクトの報告書「地球温暖化『日本への影響』-最新の科学的知見-」（2008年5月発表）によると、2030年には、洪水・浸水による被害額は年間1兆円を超えると推定している。しかし、XPSを使った浮かぶ家が機能すれば、洪水による被害や対策費を軽減できる可能性がある。

地球温暖化の影響による洪水・浸水の問題は、日本だけではなく世界の課題である。また、海面上昇は、オランダやバングラデシュ等の沿岸国に住む多くの人々に影響を及ぼす。私たちは、この建築試験事業を行うことにより、日本と世界中の国の人々に貢献したいと考える。

Today in Japan, damage caused by floods is increasing, probably due to global warming. The Japanese government considers this a critical situation and has organized an expert panel on large-scale flood control measures. In fact, more than 1 million people were ordered to evacuate when major flood affected Aichi in August, 2008. Despite this, some people went missing and two people died, although they stayed in their homes. It is apparent that measures to protect people from floods are necessary.

One of the precautions that local governments in Japan are considering is to build higher dams. Yet, there remains the question whether these measures can protect the elderly, children, the disabled,  and so on.

To help people such as these, living in flood prone areas, we would like to test a floating house built with XPS, which is a lightweight, excellent insulator. According to a project report entitled “Comprehensive Assessment of Climate Change Impacts” (May, 2008), funded by the Japanese Ministry of Environment, the amount of damage from floods in Japan will amount to more than a trillion a year after 2030. By using XPS material, however, it might be possible to limit the damages and reduce the burden of expenses for countermeasures against floods.

Flooding and waterfront submergence caused by global warming are not only issues in Japan but a world wide threat. Sea level rise affects a large number of people who live in the coastal countries such as the Netherlands, Bangladesh, etc. We believe that this project will contribute to safeguarding the people of Japan and of countries the world over.
